For me neoclassical is a song that is in a modern style (like pop structure) but has more depth, harmony, and variation. For me a pop song can be made neoclassic by adding this three components.
Another form of neoclassical could be taking a classic song and arranging it in a modern way (as in Moonlight by the Piano Guys).
