Actually, it's not. It was written by Paul de Senneville in the 1980s and someone uploaded it to YouTube giving the video the title "Chopin-Spring Waltz."

You'll realize it's not actually a waltz, as it's not in 3/4 time signature. Chopin never actually composed a "Spring Waltz."
